New Delhi: The Supreme Court will today pronounce its judgment containing reasons for not canceling the 2024 NEET-UG medical entrance exam, despite a raging controversy over paper allegations and other irregularities in the exam.

Here are 10 updates on the big story:

  1. A 3-judge bench, headed by Chief Justice DY Chandrachud will today deliver its verdict in the NEET case, a controversy that has cast a shadow on India's top medical exam. The court was hearing a clutch of petitions demanding the NEET-UG test - a qualifying examination for undergraduate medical courses - be either held again or cancelled.

  2. The controversy erupted after an unusually high number of students scored a perfect 720 in the NEET-UG exam. Red flags were raised over the number - 67 - of perfect scores, including a coaching centre in Haryana's Bahadurgarh that produced six on its own.

  3. Initially attributed to grace marks due to a faulty question and logistical issues, subsequent investigations by Police uncovered a different aspect: the exam paper had been leaked to select candidates a day before the exam.

  4. One of the questions in the Physics paper had multiple correct answers, and hence all students had been awarded full marks for that question, the testing agency NTA had said.

  5. The Supreme Court roped in the Indian Institute of Delhi to ascertain if there were indeed multiple answers to the question.

  6. A panel of three experts confirmed there was only one correct answer to the question and that the answer was the same as provided in the answer key initially issued by the NTA.

  7. After hearing all sides, the court on July 23 ruled that there will be no re-test for the NEET exam as there is no data to suggest a "systemic breach" or the "sanctity" of the examination.

  8. The court had said that it was mindful that directing a fresh exam would be replete with serious consequences for over 2 million students who had appeared for the exam on May 5.

  9. Chief Justice DY Chandrachud, and Justices JB Pardiwala and Manoj Misra, will today pronounce a detailed verdict explaining the decision not to hold a re-test.

  10. The court has already clarified that its judgment won't prevent authorities from taking action against candidates who had secured admission using malpractices.

The Supreme Court on Friday pronounced a scathing judgment calling out the “flip-flops” of the National Testing Agency (NTA) in the conduct of the undergraduate National Eligibility-cum-Entrance Test 2024 and put the government on a deadline to completely restructure the exam process.

“The manner in which the NTA organised the exam this year gives rise to serious concerns… NTA has sufficient resources at its disposal. It has adequate funding, time, and opportunities to organise exams such as the NEET without lapses of the kind that occurred this year,” Chief Justice of India D.Y. Chandrachud, who authored the verdict, criticised the agency.

The three-judge Bench headed by Chief Justice Chandrachud directed the Centre, acting through its high-powered committee headed by former Indian Space Research Organisation Chairperson K. Radhakrishnan, to recommend and implement top-to-bottom overhauling of the exam process, including rectifying “serious security lapses”, introduce data protection measures, periodic audits, surprise inspections of exam centres, grievance redressal mechanisms for students and foolproof logistics while specifically highlighting how question papers were transported in e-rickshaws during NEET-UG 2024.

Grace marks

The court pointed to how the NTA initially gave 1,563 students grace marks after realising that they were allotted the wrong question paper, and then later decided to withdraw their scores and conduct a re-test.

“A body such as NTA which is entrusted with immense responsibility in relation to highly important competitive exams cannot afford to misstep, take an incorrect decision, and amend it at a later stage... Flip-flops are an anathema to fairness,” the court chastised.

The Chief Justice said the mishaps orchestrated by the NTA was a “luxury students cannot afford”.

“The Centre has to restructure the whole process of the NEET through the high-powered committee. It has to ensure that we do not have further such examples in the future,” Chief Justice Chandrachud addressed counsel for the Centre and NTA led by Solicitor General Tushar Mehta.

The court directed the Radhakrishnan committee to submit its report to the Ministry of Education by September 30, 2024. The Ministry has to take a decision on the committee’s recommendations within a month thereafter and implement the plan of action. The government has to file a compliance report in the court.

NEET PG 2024: NBEMS to Release Exam City Allotment Slip Today, Check Details

The National Board of Examinations in Medical Sciences (NBEMS) is slated to release the National Eligibility cum Entrance Test (NEET) PG 2024 test city allotment slip today, July 31. Candidates will be able to verify their allocated test city using their registered email address. This information will be communicated via email. The NEET PG exam city allotment details will not be available for candidates to view on the board’s website, natboard.edu.in.

“Pursuant to the receipt of preferred test city choices, the test city allocated to candidates by NBEMS shall now be communicated to all concerned candidates through email on July 31, 2024, at their registered email IDs,” according to the announcement.

The NEET PG 2024 medical entrance examination has been scheduled for August 11, and admit cards will be issued on August 8. The NEET PG test was originally set for June 23, but the Health Ministry rescheduled it to August.

The exam city slip is simply used to tell applicants where their test centres will be situated. The admit cards will provide the name and address of the exam centres, as well as other information.

NEET UG Counselling 2024 Live: The National Testing Agency, NTA, has released the revised result of the National Eligibility cum Entrance Test (NEET) UG 2024 on Friday, July 26, after days of anticipation. The results were released on the official website of the NTA at nta.ac.in. With the announcement of the results, candidates now look forward to the online counselling process to be conducted by the Medical Counselling Committee (MCC) and state counselling bodies for UG medical admissions. Notifications and schedules for all India quota (AIQ) and state quota medical counselling are expected to be out soon.

The NTA, in its official notice, released on July 26 had informed that the details and schedule of counselling would be available on the websites of the Ministry of Health and Family Welfare and Medical Education Directorates of States.

The MCC has so far not released any dates concerning the counselling schedule. When released, candidates will be able to check the schedule on the official website of the MCC at mcc.nic.in.

It may be mentioned here that the MCC conducts NEET UG counselling for 15 percent all India quota seats; and 100 percent seats of deemed universities, central universities (DU, AMU, BHU), ESIC, AFMC, IP University, AIIMS, and JIPMER institutions. In addition, it also conducts online counselling for BSc Nursing at central institutions. The MCC NEET counselling is held in three rounds, which is followed by a stray vacancy round.

It may be mentioned here that in the revised results, the final number of toppers stood at 17 as opposed to the previous 61. A total of 24,06,079 had registered for the examination of which 23,33,162 had appeared. The total number of candidates who passed is 13,15,853, the NTA informed.

NEET UG Result 2024 Live Updates: The NEET UG 2024 final, revised results is expected to be released by the National Testing Agency (NTA) today, July 25. When released, candidates will be able to check the revised results at exams.nta.ac.in. Candidates must note that a link to download revised scorecards is already available at exams.nta.ac.in/NEET. However, it is not the download link for scorecards scheduled to be released today. Rather, the link available on the NTA website for revised scorecards is old and was activated after the result of the re-test for 1563 candidates were announced, requiring all candidates to download their marks sheets again.

On Tuesday, Education Minister Dharmendra Pradhan informed that the revised final result of NEET UG 2024 will be declared within the next two days.

The NEET UG scorecard to be shared along with the final result will be the third one issued for this year's entrance test. The first one was issued on June 4 along with the result. After conducting the re-test for 1,563 candidates, the NTA had to revise the scorecards of all candidates. The final result cum scorecard will be the third one, indicating the all-India ranks and marks of the candidates.

As of now, the revised results, which is expected to be out today, has not been announced.

On Wednesday, the Supreme Court directed the NTA to follow the IIT Delhi’s recommendation on the controversial Physics question and re-tally the results. The Supreme Court noted that there was only one correct answer to the question—option 4. It also pleas for a NEET UG re-test and cancellation of the result.

"In view of the experts' determination, we have no manner of doubt with regard to the correct option... we accept the IIT Delhi report, and accordingly, the NTA shall re-tally the NEET UG result on the basis that option 4 represents the only correct answer to the question," the top court said while pronouncing the order.

The revised final result will change the rank list of over 4 lakh candidates, including 44 NEET UG 2024 toppers who were awarded grace marks for the question.

After the revised final result of NEET UG is announced, the Medical Counselling Committee (MCC) and state counselling bodies will begin the online counselling process for UG medical admissions.

The Medical Counselling Committee (MCC) which conducts 15% of all India NEET UG Counselling will announce an official notification regarding the All India quota (AIQ) and State quota for the candidate’s medical counseling. This will have information about seats & admissions opened across the universities of India.

How to register for MCC NEET Counseling 2024

Based on the merit list of NEET UG results The MCC NEET counselling will be processed through 3 rounds. Even though the role of MCC is less in this counseling process of NEET UG, it plays a significant role in the student’s admission process.

Once the registration is announced:

  1. You will be able to register through the official website of MCC
  2. Initially give your contact info & by that, you will receive the login credentials, use them
  3. Then read the notification provided & understand all aspects of the counseling
  4. Please be careful while picking the college, check your rank & know the number of seats available. Don’t make blind choices.
